PRINCETON, N.J.—As Secretary of State John Kerry approaches a critical decision point in his determined and creative approach to Israeli-Palestinian peace making, a central issue remains: Can the two parties agree to negotiate on the basis of a U.S.-crafted “framework?”

In his edited volume, “Pathways to Peace” Daniel Kurtzer, former U.S. ambassador to both Israel and Egypt and professor at Princeton University’s Woodrow Wilson School of Public and International Affairs, developed such a model framework that addresses the core issues that need to be negotiated and resolved.
